O nama/Ciljevi

The NGO "Doctors Against Corruption" is a self-financing NGO founded in March 2010. It consists of several public and private health professionals recognized in our Health Care Sector, united in their fight against Health care corruption.

Serbian organisation “Doctors against Corruption” awarded for their continuous fight against healthcare fraud and corruption by The European Healthcare Fraud and Corruption Network (EHFCN) in 2011 - the Excellence Award

The main goal is fight against Health care corruption  and promotion of ethic and professional standards among health care workers and healthcare payers, in order to  improve Health Care Sector and decrease losses in Health Care expenditure. Activities are aimed at detection of corrupt and fraud mechanisms and constant pressure of  Health and Judiciary Sector Governmental institutions to undertake all necessary actions to solve  the problem, like changing the Health system by changing the Healthcare and Health Insurance Laws. 

Activities up to now:

    -The NGO "Doctors Against Corruption" has organized several Round Tables in Belgrade up to now: the 1st held in May 2010 on the topic:"Corruption inHealth Care-Is there Any Medication for It?" when. the causes of systemic corruption in Serbian health care system were analyzed as well as the possible strategies in fight against corruption by NGO's and private sector.   

    -The 2nd  Round Table held in December 2010on the topic: “Health Projects in Serbia  financially assisted by EU and corruption - how to achieve the goals at last?” since many of these projects were poorly designed and/or implemented or their results were missing/catastrophic, but  a considerable number of such projects were falsely presented as successful by local partners.

    -Media Conference  April 2011 after published paper on Mususe/abuse of the EIB Loan (50 mill Eu) funds: the Project “Emergency Reconstruction of 20+1 hospitals in Serbia”, refering to the M€ 200 EIB loan for the reconstruction of four Clinical/Hospital Centres (CHC) in Serbia as well. Results of the projects catastrophic, e.g. reconstruction of the Belgrade’s CHCs extended over years with enormous amount of money spent. 

    -The 3rd Round table, June 2011: Health corruption and eurointegration process of Serbia, when the guest of honor was Mr Paul Vincke, President of The European Healthcare Fraud & Corruption Network (EHFCN).

    -The 4th Round table, October 2011: Simulation of fight against Health Corruption – Medical, Judiciary and Media aspect

 This NGO with its activities had a major role in successful attempt to prevent further trade in Waiting lists for Radiotherapy of Cancer patients at Institute of Oncology Vojvodina thus preventing misfeasance of Oncology services in Serbia due to systemic corruption that has  jeopardised many oncology patients lives.
In spite of all pressures and obstructions, our NGO revails health corruption affairs like Misuse of EIB loans, Emergency Services Belgrade, abuses at Kraljevo Hospital, Public proceurements etc. requesting from the Health and Judicial Governmental officials and Regulatory bodies to undertake all necessary activities they are obliged to do.
Meeting  with the European Comission Delegation representatives in Serbia Belgrade, Aug 2010. with the discussion  about  the implementation and results of the Health Projects in Serbia  financially assisted by EU up to now, and about the ongoing and future IPA projects.*3

The NGO "Doctors Against Corruption"  President was invited speaker at the 7th EHFCN ("European Healthcare Fraud and Corruption Network") Annual Conference in Brussels, Belgium, 28-29 September 2010 and at HICFG Annual Conference in London November 2011.

Hundreds of published or e-media statements and texts of our NGO members in order to promote anti-corruption standards in Serbia and another countries in the region.Our site  has  app. 50.000 visits per year.

        Health care sector is one of the most corrupt sectors in Serbia (as estimated by UNDP, Council of Europe-GRECO, WB, local surveys)*. Corruption in Health Care Sector has causes of systemic nature (Health Care Policies - Laws and Bylaws), and is associated with Health Care System Reform Failure - several years, ongoing unsuccessful "attempts" to find the right direction of  organisational and institutional changes mandatory for Serbia.

High level of systemic and other sorts of corruption, by  blocking Health Care Sector Reform Process,  are worsenning Health Care Indicators as well as Health Care Expenditure.

Serbian Health expenditure  of 10.6% of GDP according to World Bank (unlike 6% stated by the director of Serbian Health Insurance Fund, or 8.2% of GDP stated by MoH) makes Serbian Health Care System one of the most  costly comparing with other transion countries.   It is reported (analysis of World Bank) that Health Expenditure (% GDP)  is the highest in Serbia compared with other EU and non-EU countries.

Such situation is  financially unsustainable, and - from the point of  Health Indicators and Ethics and Professional standards - unacceptable as well.

The main goal is fight against Health care corruption  and promotion of ethic and professional standards among health care workers, healthcare payers, healthcare users. All this  in order to  improve Health Care Sector with its services and decrease losses in Health Care expenditure.

 

       Specific goals (objectives)  are aimed at

1.      Raising awareness of the problem of healthcare corruption and about detected corrupt and fraud mechanisms

2.      Constant pressure of all stakeholders, especially responsible governmental institutions to undertake all necessary actions to solve  the problem

3.      Making proposals of possible anti-corruption strategies based on cross- institutional cooperation in order to solve this problem

4.      Contribute to the implementation of appropriate  anti-corruption strategies

 

Activities  comprise: 

(1)   Organisation of  all kinds of Public dialogues: Conferences, Seminars,

Round Tables…

(2)   Publication and distribution of adequate Material, booklets, brochures etc.;

(3)   Cooperation with all relevant institutions, international societies...

           (4) Detection and reporting about detected corrupt and fraud mechanisms*1,  

               and pressure of media and responsible governmental institutions to solve 

               the problem

          (5) Suggesting  the exact activities and measures how to prevent corruption in

                Health care Sector*2    

          (6)  Initiative for establishement Country-lead evidence-based Monitoring and

                Evaluation Body (or Council) consisting of really independent NGOs such as

               „Doctors  Against Corruption“ and „Serbian Society for Patients Rights

               Protection”,  as  well as Governmental : The Committee on Health and Family of

               Republic of Serbia (of National Assembly), in order to ensure more appropriate

               IPA Projects monitoring and evaluation, and thus these Project

               successfullness*3

*3 Proposal of  NGO Doctors “Against Corruption”:

Serbian health care system, just as society at large, is burdened with numerous even increasing problems. We are at the very top in Europe in cardiovascular and malignant diseases and death rate, while the health care system and users of medical services in Serbia have a clear benefit from selfless systemic support of the European Union. Serbian health care system is facing enormous and increasing corruption as one of the most significant problems. Many Health Projects impact or/and implementation failure among which are also many financially assisted by EU, reflect just Serbian Healthcare corruption issue and thus Healthcare Reform failure. Due to above mentioned problems and consequent situation in Healthcare System, the probabibility of implementation and successfullness of ongoing and close future IPA Projects is for sure jeopardised.

So, in order to ensure really successful implementation of IPA Projects financially assisted by European Union i.e. money of European tax payers, we are kindly asking to:

a) Reconsider potential necessary changes within the above mentioned IPA Projects content , if possible - based on the additional assessment of current actual situation in Serbian Health care Sector,

b) Ensure participation of important stakeholders in the process of IPA Projects monitoring and evaluation by establishing Country-lead evidence-based Monitoring and Evaluation Body (or Council) consisting of really independent NGOs such as „Doctors Against Corruption“ and „Serbian Association for Patients Rights Protection”,

c) Maintain good and effective contacts with NGOs (one of the Tasks of The Delegation Project Manager) within the framework of positive European practice of transparency, by means of cooperation with the NGO “Doctors Against Corruption” that has primary goal to contribute improvement of Healthcare System in Serbia.

 

Ciljevi/Our Aimes

Po zvaničnoj oceni Vlade Republike Srbije (Answers to the European Commission's Questionnaire, January 2011-Odgovori na Upitnik Evropske komisije, Poglavlje 23, pitanje 36, ) domaće javnosti i međunarodnih institucija zdravstvo je najkorumpiraniji sektor u Srbiji. Korupcija u zdravstvu se posebno dramatično doživljava među građanstvom i izaziva oštriju osudu javnosti u odnosu na druge vidove korupcije, zbog ranjivog položaja pacijenta u složenom odnosu doktor-pacijent. Šteta zbog korupcije u zdravstvu je velika jer ova kriminalna pojava negativno utiče na kvalitet i raspoloživost zdravstvenih usluga, smanjuje obim pruženih usluga te povećava troškove samih usluga čime se dovodi do osiromašenja velikih slojeva stanovništva. Stoga je suzbijanje korupcije u zdravstvu pretpostavka reformskog procesa  i podizanja celog zdravstvenog sistema na viši nivo na dobrobit pacijenta.

Masovna raširenost korupcije u zdravstvu Srbije ukazuje na potrebu efikasnijeg delovanja pre svega kroz organizovano uključenje lekara, stomatologa i farmaceuta u borbu protiv ove neprihvatljive pojave. Jer protiv korupcije u zdravstvu se najbolje bore sami lekari, stomatolozi i farmaceuti.

Sobzirom da većina zdravstvenih radnika nije korumpirana može se reći da su i oni žrtve postojećeg stanja i opravdanog odijuma građana prema korupciju uopšte a u zdravstvu posebno. Zbog toga smo uvereni da je neohodno da se ta većina čuje, jasno diferencira i aktivno uključi, u skladu sa svojim mogućnostima, u eliminisanje korupcije.

To je razlog postojanja nevladine inicijative „DOKTORI PROTIV KORUPCIJE”.

 DOKTORI PROTIV KORUPCIJE” ima za cilj:

    * Poboljšanje zdravstvenog sistema smanjenjem gubitaka zbog korupcije i prevara;
    * Stvaranje anti-koruptivne kulture u zdravstvenom sistemu, uključujući RZZO kao i  dobavljače lekova i medicinskih sredstava i opreme;

    * Odvraćanje od dela korupcije i prevare u zdravstvenom sektoru;
    *  Poboljšanje sigurnosnih mehanizama radi preveniranja i otkrivanja zdravstvene korupcije i prevara;

    * Zahtevanje, u slučajevima dokazane zdravstvene korupcije i prevara, adekvatne sankcije (npr. krivična, građanska i / ili disciplinska ) za počinioce;
    * Insistiranje na finansijskoj nadoknadi odgovornih lica zbog napravljene štete u zdravstvenom sistemu usled korupcije i prevare;

„DOKTORI PROTIV KORUPCIJE” sprovodi sledeće aktivnosti:


    * Podizanje javne svesti o činjenici da korupcija nije neminovnost u zdravstvu;
    
* Promociju dobre prakse i razvoja zajedničkih etičkih i profesionalnih standarda kod zdravstvenih radnika, rukovodioca ustanova i profesionalnih udruženja;
    * Pružanje informacije, obuke i pomoći u borbi protiv korupcije i prevare u zdravstvu;

    * Saradnju sa domaćim državnim organima i organizacijama zaduženim za borbu protiv korupcije i prevare kao i nevladinim sektorom;
     * Saradnju s evropskim i nacionalnim institucijama koja deluju u zdravstvenim sistemima u Evropi, kao što su Evropska unija i njene službe i agencije, Savet Europe, Svetska zdravstvena organizacija, Ujedinjeni narodi i drugim javnim i privatnim ustanovama.
